AIR QUALITY CONSULTING

Air Quality Consulting, Monitoring and Impact Assessment

Monitoring design, emissions inventories and dispersion modelling across 8,760 hourly weather scenarios, for approvals, licensing and compliance Australia-wide.

Air quality

Independent air environment consulting for approvals, compliance and decisions that need to stand up to scrutiny.

Air quality problems rarely stay technical for long. A delayed approval, a dust complaint that escalates, an emissions estimate that does not hold up under peer review: the consequences land on project timelines, budgets and community relationships.

Air Environment provides independent air quality consulting for projects where the science must be defensible and the reporting regulator-ready.

Our air quality modelling consultants design monitoring programs, build emissions inventories, run atmospheric dispersion models across thousands of meteorological scenarios, and deliver clear, structured reports that regulators, stakeholders and legal teams can rely on.

Whether you need a standalone air quality impact assessment for a development application, specialist modelling input to support another consultant's project, or expert testimony for a tribunal matter, the work is built on transparent assumptions and practical recommendations that reduce your uncertainty.

Why Air Environment

Why Clients Choose Air Environment for Air Quality Consulting

Air Environment is a specialist air quality consultancy, not a generalist environmental firm that offers air quality as one of twenty services. The difference shows in the work.

Our air quality modelling consultants bring over 30 years of direct experience in atmospheric science, dispersion modelling and regulatory strategy. The team has delivered more than 200 projects across mining, energy, waste, food processing, infrastructure, defence and government, and has provided expert testimony in court and tribunal proceedings where the technical evidence was contested.

Air Environment also operates a NATA-accredited olfactometry laboratory, which means odour and air quality projects benefit from in-house laboratory capability rather than relying on third-party subcontractors.

Transparent assumptions

Every input, method and limitation is documented in the report. Nothing is hidden behind a black box.

Real meteorological data

Modelling runs real site-specific weather data across 8,760+ hourly scenarios per year, not simplified screening estimates.

Regulator-ready reporting

Reports are structured for the people who actually review them: regulators, planning authorities and legal teams.

End-to-end capability

From monitoring design through modelling to expert witness testimony, the project stays with one specialist team.

EXPLORE OUR PROJECTS

What Our Air Quality Services Involve

Air quality assessments demand careful planning, technically sound methods and documentation that holds up under regulatory and stakeholder review. Every stage of the work is designed to produce defensible, regulator-ready outcomes.

Monitoring Program Design and Deployment

Effective monitoring starts before equipment is installed. We design fit-for-purpose programs based on project risk, regulatory context and site conditions. This covers objectives aligned with approval or licence requirements, pollutant and method selection, site placement strategy informed by meteorological conditions, QA/QC protocols, data validation, and clear reporting that satisfies both regulators and project teams. The result is representative, transparent data for approvals, compliance and complaint investigations.

Emissions Estimation and Inventory Development

Emissions inventories quantify what is being released, from where, and how much. We identify and characterise emission sources across a site, assign defensible emission factors (drawn from published literature, site-specific testing or mass balance calculations), and compile inventories that feed directly into dispersion modelling inputs. Where source contributions are uncertain, we use sensitivity analysis to test the effect on modelling outcomes.

Air Dispersion Modelling

Dispersion modelling predicts how pollutants travel and disperse once released. Defensible modelling requires the right model setup, validated inputs and careful interpretation. We select fit-for-purpose models, validate meteorological data against site conditions, account for terrain, land surface characteristics and building downwash effects, assess cumulative and background contributions, run scenario and worst-case tests (including source apportionment analysis), and compare predicted concentrations at sensitive receptors against applicable air quality criteria and standards. All inputs, assumptions and limitations are documented.

Risk Assessment and Interpretation

Technical results need to translate into decisions. We provide risk-based interpretation that connects monitoring and modelling outcomes to real project implications: identifying material risks, evaluating compliance margins against relevant criteria, recommending practical and proportionate controls, setting trigger levels and response frameworks, and delivering conclusions that project teams and regulators can act on with confidence.

Regulator-Ready Reporting

Air quality work needs to withstand review. We produce structured reports aligned with state and national guidance, with every assumption, method and conclusion documented and traceable. Reports support development applications, EPL submissions, peer reviews, independent technical reviews, and expert testimony for court and tribunal proceedings.

Process

How we deliver defensible outcomes

01. Define the decision and risk

We clarify what the project needs to demonstrate, which regulators and criteria apply, and what level of assessment is proportionate to the risk.

02. Design the right approach

Monitoring, sampling and modelling scoped to be credible, efficient and aligned with regulatory expectations for your jurisdiction.

03. Analyse and stress-test

Results are interpreted in context. We test assumptions, run worst-case scenarios, quantify uncertainty where needed, and identify where compliance margins are tight.

04. Report and support outcomes

Regulator-ready documentation with transparent methods and conclusions, plus ongoing support through submissions, reviews and stakeholder engagement if needed.

Answers to common questions

Air quality, odour and dust issues can escalate quickly when approvals, complaints or compliance are involved. These FAQs cover how we work, what you’ll need to provide, and what “defensible” looks like in practice.

What does an air quality consulting engagement typically involve?

The scope depends on the project, but most air environment consulting engagements follow a common sequence: define the regulatory requirements and project risk, design and deploy monitoring if needed, build an emissions inventory, run atmospheric dispersion modelling, compare results against applicable criteria, and deliver a structured report. Some projects need all of these steps. Others need only targeted modelling support or a peer review of existing work.

How do air quality modelling consultants predict pollutant impacts?

Air quality modelling consultants use regulatory-grade atmospheric dispersion models to simulate how emissions travel from a source, disperse through the atmosphere, and arrive at sensitive receptors such as homes, schools or workplaces. The model runs across at least one full year of real hourly meteorological data (8,760 scenarios), accounting for wind speed, direction, atmospheric stability, terrain and building effects. The output is a set of concentration predictions at each receptor, compared against national and state air quality criteria to determine whether impacts are acceptable under typical and worst-case conditions.

What makes your work "defensible"?

Defensible work is transparent and review-ready. We document assumptions, use fit-for-purpose methods, apply quality checks, and present conclusions clearly so regulators and stakeholders can understand how we reached them. If the work ends up in a tribunal or peer review, every number in the report is traceable to a documented input.

Which Australian regulators oversee air quality compliance?

It depends on the jurisdiction. In Queensland, air quality is regulated by DETSI (the Department of Environment, Tourism, Science and Innovation). In Victoria, EPA Victoria administers the Environment Protection Act 2017, which includes a General Environmental Duty requiring proactive risk management. NSW EPA uses its Approved Methods framework. Western Australia is regulated by DWER, and South Australia, Tasmania and the Northern Territory each have their own EPA. The regulatory framework, criteria and expectations differ between states, which is why air quality assessments need to be tailored to the specific jurisdiction.

Can you help with urgent odour or dust complaints?

Yes. We can help you stabilise the situation fast, clarify likely drivers, recommend practical immediate actions, and design a credible path to evidence and resolution. For sites already under regulatory pressure, the priority is usually to demonstrate that you are taking the issue seriously with a structured, defensible response.

What information do you need to provide a proposal?

A short brief is usually enough to start: site location, the issue, process and operational descriptions, deadlines, approvals context, and any existing monitoring or modelling data. We will tell you what else is needed after an initial review, and typically the first task in any project after commissioning is the preparation of a request for information letter.

Can Air Environment support projects outside Queensland?

Yes. Air Environment delivers air quality consulting and modelling across all Australian states and territories, including regional and remote locations. The team has also supported international projects across Asia-Pacific, the Middle East, and North and South America. Project logistics are scoped on a case-by-case basis.

Do you provide expert witness and independent review services?

Yes. All senior Air Environment consultants have direct experience providing expert testimony in court, tribunal and mediation settings. We also provide independent technical reviews and peer reviews of other consultants' air quality work. These services are structured for contexts where the technical evidence will be tested under cross-examination or formal regulatory scrutiny.
